Arizona ESA Application Denied: What to do?
Here is what needs to be done under the Arizona Empowerment Scholarship Account rejection appeal process:
Step 1: Open the Email (Yes, Really)
Most parents see “denied” in the subject line and panic. Don’t close that email.
The Arizona Department of Education (ADE) is required to explain why your application was rejected. Common reasons include:
- Missing or incomplete documentation
- The student didn’t meet the 100-day public school requirement
- Incorrect eligibility category selected
- Residency proof issues
The denial letter clearly explains what went wrong.
Step 2: Understand You Can Reapply
Here’s the good news: you cannot formally appeal an application denial, but you can always reapply.
Unlike reimbursement denials (which have an appeals process through the State Board of Education), application denials simply require you to submit a new application with corrected information.
Step 3: Contact ADE Directly
If the denial reason isn’t clear, reach out immediately:

- Student birth certificate (color image, all 4 corners visible)
- Proof of Arizona residency (utility bill, property tax bill, or affidavit)
- Driver’s license or government-issued ID
- Additional documents for specific eligibility categories (IEP, military orders, etc.)
Incomplete applications are the #1 reason for denial.
Step 5: Resubmit Thoughtfully
When you reapply, double-check everything. ADE has 30 days to review complete applications. If documents are still missing, you’ll get another 30-day review period once you submit them.
