Public School to Arizona’s ESA: Arizona opened its Empowerment Scholarship Account (ESA) program to all K-12 students in 2022, but many parents still wonder if their child qualifies—especially when transitioning from public school. The answer is simpler than you might think.
Understanding the 45-Day Rule
Here’s what matters most: if your child is in grades 1-12, they need 45 days of full-time enrollment in an Arizona public school during the current or previous school year. This requirement applies whether your child attends a traditional district school or an online public school. Think of it as a bridge—those 45 days connect your child’s public school experience to ESA eligibility.
You can skip the 45-day requirement if your child:
- Is entering kindergarten (must be 5 by January 1st of the contract year)
- Is entering 1st grade and never attended public school before
- Has an IEP, 504 Plan, or MET Evaluation from an Arizona public school
- Qualifies under military, foster care, or sibling categories
What Documents You’ll Actually Need
The Arizona Department of Education processes applications within 30 days, but only if your paperwork is complete. Parents need three core items:
- Your child’s birth certificate (full-color image with your name listed)
- Proof of Arizona residency (issued within 60 days)
- One primary document: utility bill, military billeting, or tribal verification letter
- Or two secondary documents: Social Security statements, vehicle registration, W-2/1099 forms
- Withdrawal verification from public school (submitted after approval)

The Application Timeline
Start at the ESA Applicant Portal through your ADEConnect account. Once approved, you’ll sign a contract and must withdraw your child from public school before funds become available. Funding arrives quarterly on a prepaid debit card, which you’ll use for approved educational expenses.
Parents submit expense reports each quarter to document purchases. The state transfers funds that would have gone to your child’s prior school district into your ESA account.
When This Path Makes Sense
ESA participation is voluntary. Your child can return to public school at any time- just know your ESA account will close when they re-enroll. Some families use ESA for private school tuition, specialized therapies, or curriculum materials that better match their child’s learning style.
