Here’s something that confuses many Arizona parents: you can file a homeschool affidavit and educate independently, or you can receive ESA funds and educate at home with state support—but Arizona law prohibits doing both simultaneously.
The key difference? It’s about legal status and funding, not location.
The Homeschool Affidavit vs. ESA Contract
When you traditionally homeschool in Arizona, you file an Affidavit of Intent to Homeschool with your County School Superintendent. This applies to children ages 6-16 and must be submitted within 30 days of starting homeschool.
But here’s the catch: Arizona law explicitly states that ESA participants cannot file this affidavit. Why? Because the ESA contract itself serves as proof that your child is receiving an education. You’re educating at home, but you’re technically an “ESA contract student,” not a traditional homeschooler under state law.
Can Homeschoolers Switch to ESA?
Yes. Every K-12 student in Arizona qualifies for ESA funding, regardless of income or previous school enrollment. Homeschooled students absolutely can participate.
Here’s what you need to do:
- Withdraw your affidavit – If you already have a homeschool affidavit on file, contact your county superintendent’s office to withdraw it before signing the ESA contract
- Gather required documents – Student’s birth certificate (full color, front and back) and proof of Arizona residency (utility bill, lease, property tax bill)
- Submit your application – Apply through the Arizona Department of Education ESA portal at azed.gov/esa
- Wait for approval – Applications take up to 30 days to process
- Sign your contract – Once approved, sign immediately to activate funding
What’s the Funding Amount?
This varies by grade level:
- Kindergarten: $4,000-$5,000 per year
- Grades 1-12: $6,000-$7,500 per year
- Students with disabilities (IEP/504 Plan): Up to $25,000-$28,000 per year
You cannot maintain a homeschool affidavit while receiving ESA funds. Think of it as choosing between two legitimate paths for home education. Traditional homeschooling gives you complete independence. ESA provides financial support but comes with state oversight and spending guidelines.
Both are valid. Neither is “better.” It depends on what works for your family.
